Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are conducted: hopeful statements are released from multiple capitals. Considerable effort is devoted on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from across the border, a ability provided through up-to-date information. From observation points, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by Western nations. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – probably Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – living the war. But those full day encapsulated Ukraine's critical military reliance on Western support – a need that European nations are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, persist.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a premise well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is impossible to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, Washington does little to deter Moscow, through statements or actions, from assuming that the status quo will not change more in its favour in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a total frontline collapse until situations evolve in its benefit.
Current Realities
Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their objective will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
